Katsande found the back of the net in the 92nd minute of the match, as Steve Komphela's men ended their winless run in the league at seven games, with a first win since October.
Victory moves Chiefs level on points with Polokwane who suffered a first defeat in six matches.
The Amakhosi showed early promise with Siphiwe Tshabalala particularly influential - his movement opening space for George Maluleka who's deflected shot was well save by namesake George Chigova in the fourth minute.
Rise and Shine's first shot in anger fell to Puleng Tlolane in the 21st minute. The City striker ,with time and space in area, unable to hit the target as Brilliant Khuzwayo watched on anxiously as the ball flew narrowly wide of goal.
City were afforded a golden chance to open the scoring from the 12 yards three minutes later, following a reckless foul on Tlolane by Katsande - the referee left with little choice but to point to the spot.
Rodney Ramagalela duly stepped up to the mark, only to be denied by Khuzwayo who guessed the right way.
The former Mamelodi Sundowns man made amends on the half-hour mark, his rasping shot from the edge of the area too good for Khuzwayo. The goal Ramagalela's fifth of the season.
Chiefs continued to probe as they looked to restore parity before the break, but City held firm with Thabang Klaas well positioned to clear from danger after Chigova could only manage to parry Bernard Parker's stinging effort from an acute angle.

Chiefs suffered a further blow in the 57th minute as Ramahlwe Mphahlele was forced off the field on a stretcher, the former Sundowns captain added to the Glamour Boys growing list of injured players.
Bernard Parker finally brought some smiles to the faces of the Amakhosi faithful. The former Bafana Bafana forward breaking his goal-scoring drought with a superbly taken goal with 62 minutes on the clock. Tshabalala with the pin-point cross to pick out Parker, who guided his header attempt past Chigova.
Chiefs hit the front through Joseph Molangoane in the 71st minute. Goal scorer turned provider with Parker picking out the former Chippa United man, who made no mistake from close range.
Tlolane silenced the home crowd with eight minutes of regulation time remaining, drawing the visitors level at 2-2. With Chiefs pushing up, the hosts were caught on the break as the City forward guided the ball through the legs of the onrushing Khuzwayo.
But, captain fantastic would have the final say - not Itumeleng Khune - but Willard Katsande with the Zimbabwe national hammering home a stoppage-time winner to send the home crowd into absolute delirium.
